It's a flyover state so, as Hillary Clinton said, "what difference does it make" what name Obama uses to identify that tornado ravaged city. As far as he's concerned, all those cities are the same.
Or, he's just not engaged in the public's interests and isn't familiar enough with the situation to remember the city's name.
